Growing resistance from UEFA, Concacaf and other football confederations forced FIFA President Gianni Infantino to withdraw a proposed $20 billion commercial restructuring of the FIFA World Cup.

FIFA has officially abandoned its proposal to establish FIFA Forward Enterprise (FFE), a new commercial subsidiary that would have managed the business operations and commercial rights of the FIFA World Cup and other FIFA events.

The decision follows mounting opposition from several of world football's most influential confederations, turning what was intended to be FIFA's largest commercial restructuring into a significant political setback for FIFA President Gianni Infantino.

In an official statement, Infantino said the organization chose to withdraw the proposal after recognizing that it had become increasingly divisive.

"After listening carefully to all opinions, it became clear that the proposal had created divisions that no longer served the original objective. Our purpose has always been—and always will be—to unite and improve football."

A $20 Billion Commercial Vision

The proposal envisioned the creation of a new company valued at approximately $20 billion, based on financial assessments cited by FIFA. The organization planned to sell up to a 20 percent stake in the company to private investors while maintaining overall control.

Reports indicated that each of FIFA's 211 member associations could receive approximately $53 million if the initiative gained approval.

Supporters argued the project would generate new revenues to strengthen football development worldwide, particularly in emerging football nations.

UEFA Leads the Resistance

Opposition intensified after UEFA, led by Aleksander Čeferin, strongly criticized the proposal, warning that European national associations could refuse to participate in FIFA competitions if the plan moved forward.

The Concacaf later aligned with UEFA's position, while CONMEBOL announced consultations among its member associations under the message: "Football comes first."

The growing resistance ultimately forced FIFA to abandon the initiative.

Political Consequences

Although Infantino pledged to continue working with all stakeholders to strengthen global football, the episode highlights increasing tensions between FIFA's leadership and several continental confederations.

UEFA welcomed FIFA's decision to withdraw the proposal but also called for a comprehensive review into how the initiative was developed, arguing that those responsible for what it described as a "fast-tracked secret plan" should be held accountable.

The withdrawal represents one of the most significant political challenges of Infantino's presidency and could reshape future discussions about governance, transparency and the commercial future of world football.
