Sung Kim was speaking in Washington at the Senate Foreign Relations Committee on Tuesday.
He said China has significant influence over North Korea but has yet to use that leverage effectively.
He dismissed the view that China is using the North as a buffer against the United States and South Korea. He said China would undermine its own interests by defending North Korea's provocations.
President Barack Obama had earlier urged China to join the US and South Korea to pressure the North.
