Those arrested are a 19 years Kazakhstan and two Uzbeks 24 and 30 years old. All three live in New York.
In a press conference on Wednesday, the US authorities said that the two youths aged 19 and 24 were trying to travel to Syria to participate in "jihad" or holy war.
It is suspected that the man of 30 years gave them money to buy plane tickets.
Authorities said the two planned to travel to Syria posted messages on the Internet in support of the militants and placed in contact with a person related to the group.
They also noted that the plan of the two men included terrorist attacks against the United States, such as the assassination of President Barack Obama, or police officers, if they could not join the militant group.
The 19 years of Kazakhstan was arrested just before boarding a flight to Turkey.
