The FIFA Disciplinary Committee has sanctioned the Royal Spanish Football Federation (RFEF) and FC Barcelona for offenses related to the transfer and registration of players under 18. The regulation says you can not sign non-EU under 18 or 16 years younger community, unless their parents live in the country or has a distance of 50 kilometers between parents and them.
FIFA gives 90 days Barca to regularize the situation of children affected all players.
